4.Passage 4 The world is going through the biggest wave of mergers and acquisitions ever witnessed. The process sweeps from hyperactive America to Europe and reaches the emerging countries with unsurpassed might. Many in these countries are looking at this process and worrying:“Won't the wave of business concentration turn into an uncontrollable anti-competitive force?"There's no question that the big are getting bigger and more powerful. Multinational corporations accounted for less than 20% of international trade in 1982. Today the figure is more than 25% and growing rapidly. International affiliates account for afastgrowing segment of production in economies that open up and welcome foreign investment. In Argentina, for instance, after the reforms of the early 1990s, multinationals went from 43% to almost 70% of the industrial production of the 200 largest firms. This phenomenon has created serious concerns over the role of smaller economic firms, of national businessmen and over the ultimate stability of the world economy.I believe that the most important forces behind the massive M&A wave are thesame that underlie the globalization process: falling transportation and communication costs, lower trade and investment barriers and enlarged markets that require enlarged operations capable of meeting customers' demands. All these are beneficial, not detrimental, to consumers. As productivity grows, the world's wealth increases.Examples of benefits or costs of the current concentration wave are scanty. Yet it is hard to imagine that the merger of a few oil firms today could recreate the same threats to competition that were feared nearly a century ago in the U.S., when the Standard Oil trust was broken up. The mergers of telecom companies, such as World Com, hardly seem to bring higher prices for consumers or a reduction in the pace of technical progress. On the contrary, the price of communications is coming down fast. In cars, too, concentration is increasing — witness Daimler and Chrysler, Renault and Nissan — but it does not appear that consumers are being hurt.Yet the fact remains that the merger movement must be watched. A few weeks ago, Alan Greenspan warned against the megamergers in the banking industry. Who is going to supervise, regulate and operate as lender of last resort with the gigantic banks that are being created? Won't multinationals shift production from one place to another when a nation gets too strict about infringements to fair competition? And should one country take upon itself the role of “defending competition" on issues that affect many other nations, as in the U.S. vs. Microsoft case? What is the typical trend of businesses today?A to take in more foreign fundsB to invest more abroadC to combine and become biggerD to trade with more countries

[A] belonged to the land-owning class

[B] enlarged the scope of education

[C] was provided only to the poor

[D] benefited all but the upper class

The benefit to commerce of allowing stevedores and terminal operators to completely limit their liability is often put forward by supporters on their part.Such reasoning, however, ignores the fact that in the commercial world it is preferable for persons who cause damage to cargo to be held responsible for that damage.Otherwise they will continue to be negligent and will do nothing to alter their practices.

Transferring the loss to the underwriters of cargo from the underwriters of the stevedores does not merely shift the cost of insurance. If the stevedores and terminal operators who have the care and charge of cargo do not act carefully when carrying out their duties, then responsibility for loss and damage to cargo will not only be shifted but that loss and damage will be increased as well.Nor are all cargoes or risks fully or even partially insured.

Therefore, the premium of cargo insurance is so high that it has been estimated that not much more than fifty percent of shipments by sea on the North Atlantic are actually insured at all. It is a fundamental principle of GOOD business practice and of efficient, fair and low-cost insurance that persons who are responsible for losses should be held accountable,in some way,for those losses.

According to the passage, limiting the liability on the part of the stevedores will ________.

A.transfer the loss suffered by underwriters of cargo to the underwriters of stevedores

B.transfer the loss suffered by underwriters of stevedores to the underwriters of cargo

C.not transfer any liability in practice of shipping

D.increase the liability on their part

The author of this passage is a supporter on the side that ________.A.the liability on the part of the stevedores and terminal operators should be completely limited

B.transferring the loss to the underwriters of cargo from the underwriters of the stevedores is impossible in shipping practice

C.transferring the insurance cost to the underwriters of cargo from the underwriters of the stevedores is necessary in the eyes of shipping laws

D.persons who are responsible for losses should be held accountable,in some way,for those losses

If the persons who are responsible for losses and damages are not held accountable,in some way,for those losses and damages, that losses and damages will ________.A.be increased

    B.be decreased

    C.be prevented

    D.not happened

In the author's opinion, the insured cargo accounting to fifty percent of total shipments by sea on the North Atlantic is ________.A.reasonably practicable

    B.normal

Is Global Warming Good for Farming?

You might think a little global warming is good for farming. Longer, warmer growing seasons
and more carbon dioxide(CO2)一what plant wouldn't love that? The agricultural industry basically agrees on that. But global warming's effects on agriculture would actually be quite complicated一and mostly not for the better.
It's true that some crops will prosper on a warmer planet, but the key word there is"some."According to a government report, higher CO2 levels and longer growing seasons will increase yields for fruit growers in the Great Lakes region. But many major American crops already use CO2 so efficiently that more of it probably won't make much difference to them.
What will make a difference are all the other things we'll have more or as temperatures rise一namely droughts(干旱),bugs and big storms. More droughts mean lower crop yields. Melting snow in the Western US will increase water availability in spring but decrease it in summer, forcing farmers to change cropping practices. As insects that eat crops adapt their migration patterns to our warmer climate, farmers will have to either use more insecticide or plant hardier crops.
Farmers on both coasts are already starting to reap some of what the nation's fossil-fuel addiction has sown.Crops in those regions require a certain number of colder days or"winter chill"before they break dormancy(冬眠)and begin flowering. Too few cold days breaks the plants' flowering schedule which in turn affects pollination(授粉)and hurts yield.
So,given how much is at stake for them, how are farm states working to shape climate legislation? In response to agricultural demands, the Waxman-Markey bill frees the agricultural industry from CO2 emission limits and gives up control over what activities guarantee carbon offset credit to the Agricultural Department.
Some farmers一and some farm state congressional leaders一have argued that because plants convert CO2 into oxygen, agricultural lands store more CO2 than they emit. This is only theoretically true. What we can say with certainty is that, like most big industries, farming is fossil-fuel intensive一large quantities of CO2 are emitted from farm equipment such as irrigation pumps and tractors.

Under the influence of global warming the yields of American crops will_______.
    A:be greatly enhanced
    B:be certainly reduced
    C:still remain stable
    D:be hard to predict

But global warming's effects on a幼culture would actually be quite complicated一and mostly not for the better.”
As insects that eat crops adapt their migration patterns to our warmer climate , farmers will have to either use more insecticide or plant hardier crops.”
Too few cold days breaks the plants' flowering schedule which in turn affects pollination(授粉)and hurts yield.”
选B的依据是第五段的第二句:" In response to a护cultural demands , the Waxman-Markey bill frees the a护cultural industry from CO2 emission limits and gives up control over what activities guarantee carbon offset credit to the A幼cultural Department.”
What we can say with certainty is that , like most big industries, farming is fossil-fuel intensive一large quantities of CO2 are emitted from farm equipment such as irrigation pumps and tractors.” 后一句的wouldn't be surprise…

Practice 2 We must work passionately and indefatigably to bridge the gulf between our scientific progress and our moral progress. One of the great problems of mankind is that we suffer from a poverty of the spirit which stands in glaring contrast to our scientific and technological abundance. The richer we have become materially, the poorer we have become morally and spiritually. Every man lives in two realms, the internal and the external. The internal is that realm of spiritual ends expressed in art, literature, morals and religion. The external is that complex of devices, techniques, mechanisms and instrumentalities by means of which we live. Our problem today is that we have allowed the internal to become lost in the external. We have allowed the means by which we live to outdistance the ends for which we live. So much of modern life can be summarized in that suggestive phrase of Thoreau: “Improved means to an unimproved end. “ This is the serious predicament, the deep and haunting problem, confronting modern man. Enlarged material powers spell enlarged peril if there is not proportionate growth of the soul. When the external of man’s nature subjugates the internal, dark storm clouds begin to form. (Martin Luther King: Where Do We Go from Here: Chaos or Community?)

If the trade unionist Jimmy Hoffa were alive today, he would probably represent civil servant. When Hoffa’s Teamsters were in their prime in 1960, only one in ten American government workers belonged to a union; now 36% do. In 2009 the number of unionists in America’s public sector passed that of their fellow members in the private sector. In Britain, more than half of public-sector workers but only about 15% of private-sector ones are unionized.

There are three reasons for the public-sector unions’ thriving. First, they can shut things down without suffering much in the way of consequences. Second, they are mostly bright and well-educated. A quarter of America’s public-sector workers have a university degree. Third, they now dominate left-of-centre politics. Some of their ties go back a long way. Britain’s Labor Party, as its name implies, has long been associated with trade unionism. Its current leader, Ed Miliband, owes his position to votes from public-sector unions.

At the state level their influence can be even more fearsome. Mark Baldassare of the Public Policy Institute of California points out that much of the state’s budget is patrolled by unions. The teachers’ unions keep an eye on schools, the CCPOA on prisons and a variety of labor groups on health care.

In many rich countries average wages in the state sector are higher than in the private one. But the real gains come in benefits and work practices. Politicians have repeatedly “backloaded” public-sector pay deals, keeping the pay increases modest but adding to holidays and especially pensions that are already generous.

Reform. has been vigorously opposed, perhaps most egregiously in education, where charter schools, academies and merit pay all faced drawn-out battles. Even though there is plenty of evidence that the quality of the teachers is the most important variable, teachers’ unions have fought against getting rid of bad ones and promoting good ones.

As the cost to everyone else has become clearer, politicians have begun to clamp down. In Wisconsin the unions have rallied thousands of supporters against Scott Walker, the hardline Republican governor. But many within the public sector suffer under the current system, too.

John Donahue at Harvard’s Kennedy School points out that the norms of culture in Western civil services suit those who want to stay put but is bad for high achievers. The only American public-sector workers who earn well above $250,000 a year are university sports coaches and the president of the United States. Bankers’ fat pay packets have attracted much criticism, but a public-sector system that does not reward high achievers may be a much bigger problem for America.

It can be learned from the first paragraph that

[A] Teamsters still have a large body of members.

[B] Jimmy Hoffa used to work as a civil servant.

[C] unions have enlarged their public-sector membership.

[D]the government has improved its relationship with unionists.

Text 4 If the trade unionist Jimmy Hoffa were alive today,he would probably represent civil servant. When Hoffa’s Teamsters were in their prime in 1960,only one in ten American government workers belonged to a union;now 36%do.In 2009 the number of unionists in America’s public sector passed that of their fellow members in the private sector. In Britain, more than half of public-sector workers but only about 15%of private-sector ones are unionized. There are three reasons for the public-sector unions’thriving.First, they can shut things down without suffering much in the way of consequences.Second, they are mostly bright and well-educated.A quarter of America’s public-sector workers have a university degree.Third, they now dominate left-of-centre politics. Some of their ties go back a long way.Britain’s Labor Party,as its name implies, has long been associated with trade unionism. Its current leader,Ed Miliband, owes his position to votes from public-sector unions. At the state level their influence can be even more fearsome.Mark Baldassare of the Public Policy Institute of California points out that much of the state’s budget is patrolled by unions. The teachers’unions keep an eye on schools, the CCPOA on prisons and a variety of labor groups on health care.In many rich countries average wages in the state sector are higher than in the private one.But the real gains come in benefits and work practices.Politicians have repeatedly“backloaded”public-sector pay deals, keeping the pay increases modest but adding to holidays and especially pensions that are already generous.Reform has been vigorously opposed, perhaps most egregiously in education, where charter schools, academies and merit pay all faced drawn-out battles.Even though there is plenty of evidence that the quality of the teachers is the most important variable, teachers’unions have fought against getting rid of bad ones and promoting good ones.As the cost to everyone else has become clearer, politicians have begun to clamp down.In Wisconsin the unions have rallied thousands of supporters against Scott Walker, the hardline Republican governor. But many within the public sector suffer under the current system, too.John Donahue at Harvard’s Kennedy School points out that the norms of culture in Western civil services suit those who want to stay put but is bad for high achievers. The only American public-sector workers who earn well above$250,000 a year are university sports coaches and the president of the United States.Bankers’fat pay packets have attracted much criticism, but a public-sector system that does not reward high achievers may be a much bigger problem for America.36.It can be learned from the first paragraph that

A.Teamsters still have a large body of members.
B.Jimmy Hoffa used to work as a civil servant.
C.unions have enlarged their public-sector membership.
D.the government has improved its relationship with unionists.

    答案:C
根据题干定位于第一段“When…were in their prime in 1960,only one in ten American government workers belonged to a union;now 36%do”。

    2._________
    A:increased
    B:enormous
    C:extended
    D:enlarged

    此处有三个选项都可以与in搭配,in use“在使用中”,in operation“生效,运行中”,in service“服务中”,只有in use填入此空符合逻辑,故选择A。
