Text 3 In recent years, railroads have been combining with each other, mergingsintossuper systems, causing heightened concerns about monopoly. As recently as 1995,the top four railroads accounted for under 70 percent of the total ton-miles moved by rails. Next year, after a series of mergers is completed, just four railroads will control well over 90 percent of all the freight moved by major rail carriers.

Supporters of the new super systems argue that these mergers will allow for substantial cost reductions and better coordinated service. Any threat of monopoly, they argue, is removed by fierce competition from trucks. But many shippers complain that for heavy bulk commodities traveling long distances, such as coal, chemicals, and grain, trucking is too costly and the railroads therefore have them by the throat.

The vast consolidation within the rail industry means that most shippers are served by only one rail company. Railroads typically charge such“captive”shippers 20 to 30 percent more than they do when another railroad is competing for the business. Shippers who feel they are being overcharged have the right to appeal to the federal government's Surface Transportation Board for rate relief, but the process is expensive, time consuming, and will work only in truly extreme cases. Railroads justify rate discrimination against captive shippers on the grounds that in the long run it reduces everyone's cost. If railroads charged all customers the same average rate, they argue, shippers who have the option of switching to trucks or other forms of transportation would do so, leaving remaining customers to shoulder the cost of keeping up the line. It's theory to which many economists subscribe, but in practice it often leaves railroads in the position of determining which companies will flourish and which will fail.“Do we really want railroads to be the arbiters of who wins and who loses in the marketplace?”asks Martin Bercovici, a Washington lawyer who frequently represents shipper. Many captive shippers also worry they will soon be his with a round of huge rate increases. The railroad industry as a whole, despite its brightening fortuning fortunes. still does not earn enough to cover the cost of the capital it must invest to keep up with its surging traffic. Yet railroads continue to borrow billions to acquire one another, with Wall Street cheering them on. Consider the .2 billion bid by Norfolk Southern and CSX to acquire Conrail this year. Conrail's net railway operating income in 1996 was just million, less than half of the carrying costs of the transaction. Who's going to pay for the rest of the bill? Many captive shippers fear that they will, as Norfolk Southern and CSX increase their grip on the market.

    Railroad Supersystem

In recent years, railroads have been combining with each other, merging into supersystems, causing heightened concerns about monopoly. As recently as 1995,the top four railroads accounted for under 70 percent of the total ton一miles moved by rails.Next year, after a series of mergers is completed, just four railroads will control well over 90 percent of all the freight moved by major rail carriers.
Supporters of the new supersystems argue that these mergers will allow for substantial cost reductions and better coordinated service.Any threat of monopoly, they argue,is removed by fierce competition from trucks. But many shippers complain that for heavy bulk commodities traveling long distances, such as coal, chemicals, and grain, trucking is too costly and the railroads therefore have them by the throat.
The vast consolidation within the rail industry means that most shippers are served by only one rail company.Railroads typically charge such"captive"shippers 20 to 30 percent more than they do
when another railroad is competing for the business.Shippers who feel they are being overcharged have the right to appeal to the federal government's Surface Transportation Board for rate relief, but the process is expensive, time consuming, and will work only in truly extreme cases.
Railroads justify rate discrimination against captive shippers on the grounds that in the long run it reduces everyone's cost.If railroads charged all customers the same average rate, they argue, shippers who have the option of switching to trucks or other forms of transportation would do so, leaving remaining customers to shoulder the cost of keeping up the line. It's a theory to which many economists subscribe, but in practice it often leaves railroads in the position of determining which companies will flourish and which will fail."Do we really want railroads to be the arbiters of who wins and who loses in the marketplace?"asks Martin Bercovici,a Washington lawyer who frequently represents shippers.
Many captive shippers also worry they will soon be hit with a round of huge rate increases. The railroad industry as a whole, despite its brightening fortunes, still does not earn enough to cover the cost of the capital it must invest to keep up with its surging traffic.Yet railroads continue to borrow billions to acquire one another, with Wall Street cheering them on.Consider the $10.2 billion bid by Norfolk Southern and CSX to acquire Conrail this year. It can be inferred from Paragraph 3 that________.
A:shippers will be charged less without a rival railroad
B:there will soon be only one railroad company nationwide
C:overcharged shippers are unlikely to appeal for rate relief
D:a government board ensures fair play in railway business

    答案:C
根据文章第二段,支持者认为“Any threat of monopoly, they argue, is removed by fierce competition from trucks”意思是“因为要和卡车竞争,所以不存在垄断的可能”。
第四段的最后一句“Do we really want railroads to be the arbiters of who wins and who loses in the marketplace?”

    C

    D

To build up their own confidence.

由题干信号词argue定位至第三段的第一句“Many team building activities focus on problem solving and discussing team issues; thus argument as a way to common consensus is encouraged”。

    B. He stayed at numerous hotels.
    C. He stayed longer than he needed to be.
    D. He went to attend a convention.

第二篇文章中的prices in the area were inflated due to the convention(那个地K的物价 因为这次会议而上涨),可以推出Lincoln出差是为了参加会议。

Practice 5 You should spend about 40 minutes on this task. Write about the following topic: It has been suggested that everyone in the world want to own a car, a TV and a fridge. Do you think disadvantages of such a development outweigh the advantages? You should write at least 250 words.

To judge the changes of life quality over time, people have to think from two points: do what they gain outweigh what they lose? And is what they gain all what they want? A naive approach, but one, which may be useful is: If their lives are full of pleasant things, they consider the things worth doing and themselves doing well, while if their lives are full of pain, they consider themselves to be suffering. Obviously, material and spiritual needs are both important.
Pursuits for many people in modern times are cars, house and things like these. When families do have cars and the like, they will benefit from these things in two aspects: For one thing, the life quality will greatly and positively improve such as driving one's private car on a snowy day without suffering from cold and the wet. For another, for a modem citizen, it is more or less a must-do to catch up with the novel trends of lifestyles In other words, in fact, it is not that they choose to use those things, but that those things choose to live with them, to be exact.
However, if we ignored the dark side of all these stuff, we would be fooled by these stuff without doubt. First, production, transportation and usage of those electrical appliances and vehicles leads to countless environmental issues like air pollution, noise and radiation, all of which cause many drawbacks to both human beings and natural beings at the same time. Second, running after things like private cares and LED TVs and competing with others will ignite the desire for materialism and lead to a vicious circle. Namely, people will judge their living standard depending on the material stuff they get and comparing with others. This will be a disaster if people seek only material comforts without spiritual pursuit.
All in all, if we finally recognize the truth and myth of living standard consisting of both material satisfaction and spiritual pursuit, owning stuff like cars is a choice but not a necessity for all citizens who should enjoy themselves also with family bonds, culture and faith.
